Summary

The East Baton Rouge Complete Streets Ordinance, adopted on June 12, 2024, represents a major milestone in the Parish’s commitment to enhancing the safety, accessibility, and quality of its public streets. Developed by the Center for Planning Excellence (CPEX) in collaboration with the Mayor’s Office, the Mayor’s Complete Streets Advisory Council, local government agencies, and community organizations, this ordinance builds on the Complete Streets policy established in 2014, elevating it to the force of law. The ordinance is designed to ensure that all future transportation projects in the Parish prioritize the needs of all road users, including pedestrians, cyclists, motorists, and public transit users, with particular attention to key destinations and vulnerable populations.

Complete Streets are designed to be safe and convenient for all users, regardless of their mode of transportation. By institutionalizing this approach, the ordinance aims to improve public safety, increase economic activity, and promote healthier living through active transportation options. The ordinance emphasizes public participation and addresses the need for equity in infrastructure improvements, focusing on high-need areas to ensure that all residents benefit from safer and more accessible streets.

Technical support for the ordinance was provided by the American Heart Association and Smart Growth America’s Complete Streets Coalition, ensuring that it aligns with national best practices.

Outcome

The parish council adopted the ordinance with only minor and non substantive modifications. The ordinance re-established and expanded both the Complete Streets Citizens’ Advisory Committee to ensure ongoing stakeholder input in implementation of the ordinance, and the Technical Advisory Committee to ensure greater collaboration between entities within and outside of parish government who plan for and install bike and pedestrian improvements in the right of way.
