Summary

The Scotlandville Community Strategic Plan, developed alongside the Southern University Campus Master Plan, is focused on actions to revitalize this historically significant neighborhood in North Baton Rouge that surrounds the Southern University campus. Crafted through a community-driven process, this plan incorporates input from local residents, stakeholders, and leaders to ensure that it reflects the community’s aspirations. The plan outlines strategies to improve housing, address vacancies, support transportation mobility choices, and create economic development opportunities that benefit both the university and the surrounding neighborhoods. One of the key objectives is to deploy placemaking strategies to enhance community gathering spaces and preserve Scotlandville’s rich cultural identity, which has been a cornerstone of Black political, social, and economic life for decades.

Focusing planning activities in Scotlandville and around Southern University highlight the strength in partnership between an anchor institution and its surrounding community. Strategically, this effort built upon past plans for Scotlandville and supports broader actions to revitalize the North Baton Rouge community, complementing similar plans such as the Imagine Plank Road Master Plan and FUTUREBR.

Outcome

The East Baton Rouge Planning Commission and Metro Council adopted the Scotlandville plan in 2022 and officially appended it to the FUTUREBR plan.

The Scotlandville Community Development Corporation (CDC) has spearheaded the implementation of this plan. To add support, CPEX was funded through the Huey and Angelina Wilson Foundation, to work with the key partners – Baton Rouge Metro Council District 2 and the Scotlandville CDC – to facilitate a series of partner convenings to track progress, prioritize actions and coalition build to ensure the long term implementation of this community driven effort.
